A City of Thousand Parks, But Pollution Still Sparks?

Here is a graph of the day-by-day pollution average in Surabaya on November 10th-26th, 2023. On the first six days of the period, there is a high amount of pollution in the city. But then, the pollution got better for around seven days at moderate levels because of wind and rain. After that, it went back to where it was again.
Even though Surabaya is now blooming with the beautiful Tabebuia trees, unfortunately, pollution still paints the skies with dark colors. The vibrant hues of the Tabebuia's blossoms provide a striking contrast to the somber reality that hovers over the city.
